WASHINGTON – A new report by D.C. health officials says that at least 3 percent of residents in the nations capital are living with HIV or AIDS and every mode of transmission is on the rise.
The findings in the epidemiology report by the D.C. HIV/AIDS Administration point to a severe epidemic thats impacting every race and sex across the population and neighborhoods.
Scheduled to be released Monday, the report says that the number of HIV and AIDS cases jumped 22 percent from the nearly 12,500 reported in 2006.
Almost 1 in 10 residents between ages 40 and 49 are living with HIV, and black men had the highest infection rate at almost 7 percent.
The report says that the virus is most often transmitted by men having sex with men, followed by injection drug use.

A deputy headmaster who represents British schools in Europe has been sacked after he was arrested on child porn charges. Ken Browne, of Dorothy Stringer High School in Brighton, was arrested over the summer holidays on suspicion of possessing indecent images of children, police confirmed. Chair of the school governors Reg Hook confirmed that Mr Browne, also head of languages at the school, had been axed after his arrest.
Mr Browne was one of 25 teachers in the UK selected by the Foreign Office as an ‘ambassador for British schools in Europe’ – a pupil exchange project launched in 2007. Officers confirmed they were investigating but would not release any further details about how the alleged offences came to light. One parent, who asked not to be named, said: ‘Mr Browne was seen as someone the kids turned to in a crisis.’

SARGODHA, Pakistan, April 28 (CDN) — A Christian barber in this Punjab Province city is still recovering from broken bones and other injuries sustained earlier this month after eight Muslims allegedly beat and sodomized him for cutting the beard of a Muslim.
Marwat Masih, 29, initially refused the request of 19-year-old Qandeel Cheema to cut his beard in Sargodha’s Gulshan-e-Bashir town on April 13, knowing that area Sunni Muslims believe the Quran prohibits it. But Cheema, a high school student, told Masih that he had lived and studied in Lahore and therefore wanted a more modern look, the bed-ridden and feeble Masih told Compass.
“I refused to shave his beard, but he showed me his packed bags and said that he would leave the town straight after the shave, and so no one would ever know that I had shaved his beard,” Masih said.
Eyewitnesses told Compass that as Masih was cutting Cheema’s beard, the client’s older brother – local radical Muslim land owner Shakeel Cheema – was returning by tractor from his fields and, noting the family Jeep in front of the Marwat Hair Stylist shop, stopped in.
“When Shakeel Cheema saw me shaving his younger brother’s beard, he became angry and started vandalizing mirrors, the sound system and chairs, and he desecrated a wooden cross perched on the top of the front mirrors,” Masih said. “He also started beating my head with his shoes.”
Eyewitnesses told Compass that Shakeel Cheema shouted orders to his companions to tie Masih up and throw him into the wagon attached to his tractor, and that he ordered his younger brother to leave for Lahore at once.
Masih said that he was blindfolded with a black cloth and taken to an unknown place where he was locked in a room. An hour later, Shakeel Cheema and seven others arrived and began striking him with clubs, breaking his ribs, a wrist and leg bones.
“Shakeel Cheema said, ‘Now we are going to teach you a real lesson for shaving the beard of a Muslim man,” Masih said, and after a long, pained pause he related how Cheema and the seven others sodomized him. “I started bleeding and fell unconscious.”
His father, Laal Masih, older brother Hassrat Masih and other relatives had begun searching for him, and after midnight that night they found him lying half-naked and unconscious off the main street of Gulshan-e-Bashir town, his father told Compass. They immediately took him to Rural Health Centre, where doctors kept him under observation for two days and treated him for internal bleeding and the broken ribs, leg bones and wrist.

In November 2008, Californians went to the polls and voted in favor of a referendum to define marriage as between one man and one woman. Instead of celebrating the victory, supporters of the referendum became targets of an intense backlash that included death threats and property damage. The retaliation was enabled in part by a California law requiring contributors of as little as $100 to publicly disclose their names, addresses, occupations and employers. The information, which is made available on the Internet by California, was combined with an online map, providing would-be harassers with directions to supporters’ homes. And the retaliation was as much about trying to influence the next vote on same-sex marriage as it was about anger over what had just occurred in California.
On Wednesday, April 28, 2010, the Supreme Court of the United States will consider a case that can begin to put an end to such campaign tactics. The case, Doe v. Reed, involves that next vote, a referendum from the state of Washington to repeal a statute granting domestic partners the same rights and responsibilities as married couples. Protect Marriage Washington, the group that sponsored the referendum, submitted a petition containing the names, addresses, and signatures of more than 138,000 voters who felt the issue was too important to leave to elected representatives.
Rather than embrace the opportunity to publicly debate the merits of the recently enacted statute, opponents threatened to make use of Washington’s public records law to access copies of the petitions in an effort to prevent the debate from even occurring. The opponents hoped to place the names and addressees of the petition signers on the Internet to encourage “uncomfortable conversations.” But after what transpired in California, it is clear that these are confrontations, not conversations, and that they chill political speech.
Petitions have not been routinely released throughout Washington’s history. Sam Reed became the first Secretary of State to release copies of petitions when he released two initiative petitions in 2006, and R-71 would be only the ninth petition of more than 1,100 petitions filed with the Secretary of State since the public records act was adopted in 1972. Now, he is willing to allow access to petitions knowing that they will be used to harass and intimidate individual citizens. Protect Marriage Washington refused to let harassment and intimidation influence the debate about an important social issue and obtained an emergency court order to prevent the release of the petitions. The Ninth Circuit Court of Appeals lifted that order, and only an emergency stay by the Supreme Court on the eve of the election prevented opponents from using tactics usually reserved for the schoolyard bully.

There are five major distinctions between gay and heterosexual relationships, with specific medical consequences. They are:
Levels of Promiscuity Prior to the AIDS epidemic, a 1978 study found that 75 percent of white, gay males claimed to have had more than 100 lifetime male sex partners: 15 percent claimed 100-249 sex partners; 17 percent claimed 250-499; 15 percent claimed 500- 999; and 28 percent claimed more than 1,000 lifetime male sex partners. Levels of promiscuity subsequently declined, but some observers are concerned that promiscuity is again approaching the levels of the 1970s. The medical consequence of this promiscuity is that gays have a greatly increased likelihood of contracting HIV/AIDS, syphilis and other STDs.Similar extremes of promiscuity have not been documented among lesbians. However, an Australian study found that 93 percent of lesbians reported having had sex with men, and lesbians were 4.5 times more likely than heterosexual women to have had more than 50 lifetime male sex partners. Any degree of sexual promiscuity carries the risk of contracting STDs.
Physical Health Common sexual practices among gay men lead to numerous STDs and physical injuries, some of which are virtually unknown in the heterosexual population. Lesbians are also at higher risk for STDs. In addition to diseases that may be transmitted during lesbian sex, a study at an Australian STD clinic found that lesbians were three to four times more likely than heterosexual women to have sex with men who were high-risk for HIV.
Mental Health It is well established that there are high rates of psychiatric illnesses, including depression, drug abuse, and suicide attempts, among gays and lesbians. This is true even in the Netherlands, where gay, lesbian and bisexual (GLB) relationships are far more socially acceptable than in the U.S. Depression and drug abuse are strongly associated with risky sexual practices that lead to serious medical problems.
Life Span The only epidemiological study to date on the life span of gay men concluded that gay and bisexual men lose up to 20 years of life expectancy.
Monogamy Monogamy, meaning long-term sexual fidelity, is rare in GLB relationships, particularly among gay men. One study reported that 66 percent of gay couples reported sex outside the relationship within the first year, and nearly 90 percent if the relationship lasted five years.
Encouraging people to engage in risky sexual behavior undermines good health and can result in a shortened life span. Yet that is exactly what employers and governmental entities are doing when they grant GLB couples benefits or status that make GLB relationships appear more socially acceptable.

The editorial also talks about ‘shuttling abusive priests among parishes.’ In the public schools, shuttling abusers is so common—to this day!—that it is called ‘passing the trash.’
“The Times today endorsed a bill that would allow victims to sue even if the abuse took place in the 1960s. But only if the abuse occurred in a private institution. Under the bill the Times likes, the current protections afforded public school teachers—alleged victims have only 90 days to file a claim—remain in place. Yet the Times has the audacity to say that ‘The bill does not explicitly target any institution,’ knowing full well that unless the bill explicitly negated the 90-day rule for the public schools, the net effect would be to discriminate against Catholic schools.
“There is another bill that would create an equal playing field. But theTimes, of course, never even mentioned it. We can only guess why.”
